Opinions by citizens of Holbæk on the extent of the drug abuse there. The chairman of the social welfare committee, the doctor, a welfare officer, the chemist and sundry people in the street all give their view on Holbæk and the drugs. There is no drug policy and no particular expertise in this area. The aim of the film is to create debate and thus a consistent drug policy in Holbæk.
