About alternative treatment of 'implacable' juvenile delinquents on the sea cruise project 'Grethe Witting'. We follow Kaj, one of the eight trainees, during a seven months cruise. He tells about being questioned about eight burglaries, about his background and his future visions. We see him when he cannot get out of bed in the morning, when everything is just too much, and he goes AWOL.
