Efter at være blevet besejret af Aquaman, vil Black Manta, der stadig er drevet af behovet for at hævne sin fars død, dræbe Aquaman én gang for alle. For at besejre Black Manta må Aquaman derfor række ud til sin fængslede bror Orm, den tidligere konge af Atlantis, og skabe en uventet alliance.
