Gangsteren Benjamin 'Bugsy' Siegel bliver af sin boss, Meyer Lansky, sendt til Los Angeles for at sikre kontrollen over Californiens spillebuler. Bugsy får gode venner i Hollywood og forelsker sig i en starlet. En tur til Nevada giver ham ideen om at bygge en by midt i ørkenen med hoteller og underholdning af alle slags, især spil. Dette projekt (som bliver til Las Vegas) skulle gøre Bugsy respekteret, men han må nødvendigvis rejse pengene hertil hos sine arbejdsgivere i gangsterverdenen.
