I 1996 har USA netop fejret sin 220 års fødselsdag, men er et samfund i forfald. En bank forkynder at den vil rive et populært rock 'n' roll værtshus ned, men det vil nogle af stamkunderne ikke finde sig i. De vil skaffe penge ved at lave et bankrøveri i netop den bank, men det hele kompliceres af, at det uheldigvis ikke er penge de røver, men en stor sending af et nyt og dødsensfarligt narkotisk stof. Bankdirektøren er nemlig også narkohandler.
