Con Air er navnet på en slags "flyvende fængsel", som hvert år transporterer flere end 150.000 kriminelle på kryds og tværs af USA i fly, når der fx er behov for at møde i retten. Da en forsamling af de farligste og mest berygtede forbrydere, der overhovedet findes i de amerikanske fængsler, skal overføres til et nyt og topsikret fængsel via Con Air-flyvning, overtager fangerne kontrollen med flyet, og der opstår krise og panik hos ordensmagten.
