Raymond, en tidligere krigshelt fra Golfkrigen er opstillet til valg som vicepræsident i USA. Pludselig begynder han af få flashbacks og ubehagelige drømme og bliver samtidig kontaktet af en af sine bedste venner fra krigen, der har de samme ubehagelige drømme. Langsomt opstår en mistanke om hjernevask, og at en større sammensværgelse ligger bag.
